Section 306: Definition of Active Accounts & Idle Accounts

I. Objective:

To define accounts which are active or idle based on kWh consumption in conformity with PEC's established rates.

II. Policy Content:

To establish a definition by which accounts are determined to be active based on kWh consumption or idle where no kWh usage has been made during a given period. Further, to determine the method by which patronage is paid depending on the status of the account.

III. Provisions:

  1. For the purpose of this policy, an active account is hereby determined to be any account which purchases kWh during the previous 12-month period. Active accounts are billed a monthly base charge, determined by PEC's established rates. By rate, the charge is considered patronage.
  2. For the purpose of this policy, any account which has no kWh usage during the previous 12-month billing period is considered idle. Members who wish to maintain the option to reconnect in the future and avoid costs that may be incurred if service equipment is removed may enroll in PEC’s Idle Service Program. Participating accounts are billed a facilities cost charge on an annual basis. The annual facilities cost charge (also called “Idle Service Charge”) is exempt from patronage.

IV. Responsibility

It will be the responsibility of the Senior Vice President of Administrative Services, Vice President of Member Services, and the Director of New Construction Services to properly administer these provisions.
